   (b.)  Environmental Protection Requirements:  NAS <BRK/>
      Jacksonville is governed by the Federal Facilities <BRK/>

      Environmental Protection.  The FFA is incorporated by <BRK/>
      reference into this contract and all subcontracts.  <BRK/>
      Specific restoration sites have been identified in the <BRK/>
      FFA, and other Contractors or Government personnel may <BRK/>
      undertake sampling, investigative work, or remediation <BRK/>
      actions related to other projects simultaneously with <BRK/>
      the efforts related to this project.  Information <BRK/>
      concerning this agreement or specific site information <BRK/>
      may be obtained from the Facilities Department, NAS <BRK/>
      Jacksonville.  [Test soil and groundwater that will be <BRK/>
      disposed under this contract in accordance with the <BRK/>
      paragraph entitled "Laboratory Analysis" in Section 01 <BRK/>

<ITM>   (c.)  Proof of Required Training:  The Contractor shall <BRK/>
      maintain a copy of the training certificate at the job <BRK/>
      site showing that he completed the required module(s) in <BRK/>
      accordance with requirements in paragraph "Environmental <BRK/>
      Compliance Training and Tracking" in Section 01 57 19.00 <BRK/>
      20.  This training shall be completed prior to starting <BRK/>
      work on this project, but not later than 30 days after <BRK/>
      award of the contract.  The Contractor shall carry a wallet <BRK/>
      size card demonstrating that he completed the required <BRK/>
      module(s). The card shall be presented to the Contracting <BRK/>
      Officer or his/her representatives upon request.</ITM><BRK/>

<ITM>   (d.)  Protection of Natural Resources:  Remove trees and other <BRK/>
      landscape features scarred or damaged by equipment <BRK/>
      operations, and replace with equivalent, undamaged trees <BRK/>

      Manager approval via the Contracting Officer before <BRK/>

      for paying all disposal costs in accordance with PWC <BRK/>
      Jacksonville's published rates.  Air drying any containers <BRK/>

<ITM>      For Hazardous Waste accumulation areas, submit weekly <BRK/>
      hazardous waste inspection logs to the Station Hazardous <BRK/>
      Waste Manager via the Contracting Officer and maintain <BRK/>
      compliance with 40 CFR 265.16 training requirements.  The <BRK/>
      Contractor shall ensure all containers are kept closed, <BRK/>
      except when adding or removing waste, that containers <BRK/>
      remain in good condition and are properly labeled, by PWC <BRK/>
      Jacksonville or the Station.  Regulated waste <BRK/>
      storage/Satellite Accumulation 190 day storage.</ITM><BRK/>
<BRK/>
<ITM>   (f.)  Batteries:  Dispose of lead-acid batteries that are not <BRK/>
      damaged or leaking at the NAS Jacksonville MWR Recycling <BRK/>
      Center or a State approved battery-recycling facility.  For <BRK/>
      lead-acid batteries that are leaking or have cracked <BRK/>
      casings, dispose of the battery by calling PWC Jacksonville <BRK/>
      for disposal.  The management and disposal of waste <BRK/>
      lead-acid batteries and electrolyte shall comply with <BRK/>
      requirements for management and disposal of hazardous <BRK/>
      wastes.  Alkaline batteries, non-alkaline batteries, <BRK/>
      lithium batteries, metal hydride batteries, and <BRK/>
      nickel-cadmium batteries shall be collected and segregated <BRK/>
      by type for turn-in to the activity for disposal/recycling.</ITM><BRK/>
<BRK/>
<BRK/>
<ITM>   (g.)  Mercury Containing Devices:  Prior to starting work, <BRK/>
      remove bulbs, thermostats, switches, and other components <BRK/>
      that contain mercury.  Upon removal, place items containing <BRK/>
      mercury in DOT approved containers, label, and turn over to <BRK/>
      the activity for disposal/recycling.  For projects at NAS <BRK/>
      Jacksonville, fluorescent bulbs are to be turned in to <BRK/>
      Self-Help for recycling.  For projects at Naval Aviation <BRK/>
      Depot and Naval Hospital Jacksonville, turn them in to the <BRK/>
      appropriate environmental office as directed by the <BRK/>
      Contracting Officer.  The management of mercury containing <BRK/>
      devices shall comply with the requirements for management <BRK/>
      and disposal of hazard waste or Universal Waste as <BRK/>
      applicable.  All bulbs will be boxed, stenciled with the <BRK/>
      words "spent mercury containing devices for recycling" and <BRK/>
      the date of accumulation.</ITM><BRK/>
<BRK/>
<ITM>   (h.)  Aerosol Cans:  Aerosol cans shall not be disposed of as <BRK/>
      solid waste or construction and demolition debris.  Cans <BRK/>
      shall be collected and segregated from other waste in a <BRK/>
      suitable container on the job site.  The container shall be <BRK/>
      labeled "aerosol; cams for recycling" and turned in to the <BRK/>
      General HM Locker at Building 102.<BRK/>
<BRK/>
      1.  Disposal of Regulated Waste:  In accordance with <BRK/>
         Station requirements, accumulate regulated waste in DOT <BRK/>
         approved containers.  Ensure that containers remain <BRK/>
         closed except when adding or removing waste and that <BRK/>
         they are marked with the appropriate Non-Hazardous Waste <BRK/>
         Label, which will be provided by PWC Jacksonville or the <BRK/>
         Station.  Air drying any containers to render them empty <BRK/>
         is prohibited.  Regulated wastes, except for asbestos <BRK/>
         and petroleum contaminated wastes, shall be disposed of <BRK/>
         through PWC Jacksonville and shall not be taken off <BRK/>
         Station by the Contractor.  The Contractor is <BRK/>
         responsible for paying all disposal costs in accordance <BRK/>
         with PWC Jacksonville's published rates.</ITM><BRK/>
<BRK/>
<ITM>   (i.)  Disposal of Petroleum Contaminated Wastes:  Disposal of <BRK/>
      petroleum contaminated waste in accordance with Federal, <BRK/>
      State, and local regulations.  Removal of petroleum <BRK/>
      contaminated waste from Government property shall not occur <BRK/>
      without prior notification and coordination with the <BRK/>
      Contracting Officer.  Transport petroleum contaminated <BRK/>
      waste by a permitted, licensed, or registered transporter <BRK/>
      to a permitted facility.  Petroleum contaminated waste <BRK/>
      shall be properly identified, packaged, and labeled. <BRK/>
      Provide completed Non-Hazardous Waste Manifest for <BRK/>
      petroleum contaminated waste disposal of off-site to the <BRK/>
      Contracting Officer within seven days of disposal.</ITM><BRK/>
<BRK/>
<ITM>   (j.)  Disposal of PCB and Non-PCB Light Ballasts:  All light <BRK/>
      ballasts shall be removed from light fixtures.  Ballasts <BRK/>
      shall be accumulated and stored in DOT approved containers. <BRK/>
      Ensure that containers remain closed except when adding or <BRK/>
      removing waste and that they are marked with the <BRK/>
      appropriate Non-Hazardous Waste Label, which will be <BRK/>
      provided by PWC Jacksonville or the Station.  Disposal <BRK/>
      shall be in accordance with provisions in paragraph <BRK/>
      entitled "Disposal of Regulated Wastes".</ITM><BRK/>
<BRK/>
<LST>b.  Naval Air Station, Pensacola</LST><BRK/>
<BRK/>
<ITM>(1.)  <SUB>Excavation Permits</SUB></ITM><BRK/>
<BRK/>
<ITM>Before any excavation is started, an approved NAS Pensacola <BRK/>
permit shall be obtained through the Contracting Officer <BRK/>
(excavation is defined as digging or opening of an existing <BRK/>
surface to a depth exceeding eight inches below the existing <BRK/>
grade, as well as driving of piles or auger borings).  The permit <BRK/>
form is self-explanatory. Applicable items on the permit form <BRK/>
shall be filled in by the Contractor and given to the Contracting <BRK/>
Officer in sufficient time to permit processing by Station <BRK/>
personnel, but not less than five working days prior to planned <BRK/>
excavation.</ITM><BRK/>
<BRK/>
<ITM>(2.)  Cultural Resource Protection</ITM><BRK/>
<BRK/>
<ITM>In the performance of work under this contract, materials which <BRK/>
may qualify as a cultural (historical/archaeological) resource <BRK/>
may be inadvertently discovered in the land and water areas of <BRK/>
NAS Pensacola.  Should materials which appear to have any <BRK/>
cultural resource interest be discovered, the work shall be <BRK/>
stopped at the discovery site pursuant to FAR Clause "Suspension <BRK/>
of Work", the Contracting Officer shall be notified and the <BRK/>
discovery site shall be isolated and protected as directed.  The <BRK/>
resumption of any work at the discovery site shall be delayed <BRK/>
until specifically authorized by the Contracting Officer.</ITM><BRK/>
<BRK/>
<ITM>(3.)  Each contractor and subcontractor employee doing <BRK/>
construction or service work on this project shall complete a <BRK/>
course entitled "NAS Pensacola Environmental Compliance Training" <BRK/>
using the internet site developed by the U.S. Navy and Florida <BRK/>
Dept of Environmental Protection.  The web site can be accessed <BRK/>

After gaining entry, you can establish your own password.  Each <BRK/>
contractor and subcontractor employee doing (or managing) <BRK/>
construction or service work on this project shall have a <BRK/>
certificate on file at the job site showing that they have <BRK/>
completed this course.  All employees (except those involving in <BRK/>
any painting, caulking, asbestos work or well pointing) shall <BRK/>
complete the training within 30 days of mobilization on this <BRK/>
project.  Employees doing painting, caulking, asbestos work or <BRK/>
well pointing shall have all training complete before staring <BRK/>
work on this project.  Within 30 days of mobilization, the <BRK/>
contractor shall submit a letter to the Contracting Officer <BRK/>
certifying that all employees have obtained training along with <BRK/>
copies of all certificates.  The letter shall also certify that <BRK/>
all future employees will obtain training in accordance with this <BRK/>
specification requirement.</ITM><BRK/>
