Unified
Submittal Descriptions and standard SD numbers were adopted
by all three agencies. NASA and Navy Masters contained on the CCB disc
#50 (October, 1999) and later utilize the Unified Descriptions and SD
numbers. Army implemented the new format in the Fall of 2000, beginning
with CCB disc #54, using the Navy Submittal Register. In
addition, the Military Services unified their specifications -- now
called Unified Facilities
Guide Specifications (UFGS) -- effective March 2001. The
new specifications have six-digit Section names and contain the new Submittal
Descriptions. To
find out more information on Submittal Formatting, see Submittal
Formatting Requirements.
The current Sections contain a <MTA> tag that enables SpecsIntact to recognize the format. The former and current descriptions cannot be mixed in a Job.
The following applies to the formatting of submittals with the former Navy descriptions:
The Submittal Article must be in PART 1 and entitled, "1.X SUBMITTALS." ("X" represents any number).
Submittal Descriptions, (SD ## Title), are identified below the Submittal Article as a Paragraph. Additionally, they are surrounded by a separate set of submittal tags.
Submittal Items are itemized as a., b., c., etc., below the submittal descriptions within item indent tags. Additionally, they are surrounded by a separate set of submittal tags.
The proper numeric value for a., b., c., item indentation is -0.33.
Tagged submittal items in the Submittal Article are consistent with those in the Section text; they are not sensitive to upper or lower case.
When the Submittal Register is generated, if the Submittal Item does not appear elsewhere in the section, the software will leave Column [e] (Paragraph Number) blank.
If the Submittal Item does appear elsewhere in the Section, the software is defaulted to insert into Column [e] (Paragraph Number), the Subpart number of the item located in Subparts or text other than the Submittal Article.
Submittal Classifications are designated by inserting a "G" (Government Approved) following the submittal item, within the item indent tags. Additionally, they are surrounded by a separate set of Submittal tags.
Reviewer is designated by inserting an "A/E" or any five character sets, "ROICC" (Resident Officer in Charge of Construction), in conjunction with the Classification (G). It must be separated from the classification by inserting a space, comma, pipe symbol or a dash.
Both the Classification and Reviewer must appear following the submittal item, within the item indent tags. Additionally, they are both surrounded by a separate set of submittal tags.

<NPR>NOTE: Where a "G" in asterisk tokens follows
a submittal item, it indicates Government approval for
that item. Add "G" in asterisk tokens following any
added or existing submittal items deemed
sufficiently critical, complex, or aesthetically
significant to merit approval by the Government.
Submittal items not designated with a "G" will be
approved by the QC organization.</NPR>.

Each agency formats their Submittal Article differently;
if Army
or NASA guide specifications are used in a
Navy project, the Submittal
Article should be modified to recognize the Navy
Formatting Requirements.
